Santorini Has Tightened Its Cruise Passenger Cap for 2026, Cutting Ship Calls by Nearly a Fifth

Santorini's cap on cruise passengers, introduced to curb the island's severe day-tripper overcrowding, has been tightened for the 2026 season through a change to how ships are counted against it rather than a change to the headline number itself. The island's daily limit remains 8,000 cruise passengers, but authorities now calculate each ship's contribution against that limit at 100 percent of its berth capacity, up from 80 percent in 2025.

What the change means in practice
Under the old formula, a ship with 3,000 berths counted as using 2,400 of the island's 8,000 daily slots. Under the new one, it uses the full 3,000, leaving less daily room for additional vessels and effectively squeezing out some of the larger ships that could previously call alongside others on the same day.
Fewer ships scheduled this year
The tighter counting method, enforced through Santorini's berth allocation system, has brought a reported 18 percent drop in scheduled cruise calls for 2026 against 2025, with roughly 595 ship visits scheduled compared with 728 the previous year. Bookings that push a given day over the cap are shifted to a different date rather than turned away on arrival.

A landing fee on top of the cap
Cruise passengers who disembark also pay a per-person landing fee, reported at €20 in peak season from June to September, €12 in the shoulder months of April, May and October, and €4 from November to March. The charge applies once per port call and is generally waived for passengers who do not go ashore.
Why the island acted
Santorini's cruise crowding had reached day-visitor surges of 11,000 to 17,000 people on its busiest days before the cap and its enforcement mechanism came in, overwhelming the narrow clifftop lanes of Fira and Oia and prompting complaints from both residents and overnight visitors about congestion at the island's key viewpoints.
